SGregory at xda-developers created a WM6 rom for the HTC Tornado that includes the Shadow Neo Interface.
They were able to extract the Neo Components from a T-Mobile Shadow and add it to the ROM.
Some people even installed some of my Neo themes and they seem to work great.

I put together all the programs that I created to help you to customize your T-Mobile Shadow in a easy way (reducing registry customization to a minimum).
The customizations include:

Different Neo Themes: Blue, Black, Green, Red, iPhone, and others
Neo Menu Customizations: Additional Menus for YouTube, Google Maps, News, etc.
Alpha Numeric Dialer: Now you can dial 1-800-Hello
Neo Photo Dialer: Dial your top 5 contacts clicking on their pictures.
Rinku’s Iconbar Plugin: Add a graphical iconbar at the top of your phone.

Shadow Neo Menu Customization Version 1.05:

This program modifies the Shadow existing “Internet Menu” and adds Weather, News, Stocks, OperaMini Links to it.
Creates an additional Menu with links to Google Maps, Traffic, Movies (TCPMP), Calculator, SmartPhone Notes and YouTube (vtap).

 
Note:

It assumes that you have those applications installed in your “Storage Card”.
This version fixes an issue created by older versions.

T-Mobile Shadow Neo Screen
I just wanted to share the Cabs that I created for different T-Mobile Neo Themes (Black, Blue, Red, Green, iPhone, etc).

To install the themes you have to follow these steps:
